Political complaint
Judicial action filed with political motivation or effect, usually directed at opponents to force charges and damage their image. A central issue in the lawfare debate of the past decade.
Quincena negra (black fortnight)
End-of-year period in which the government approves a flood of decree-laws on urgent matters before the budget cycle closes. Criticized for concentrating reforms without sufficient parliamentary debate.
Quorum
Minimum number of members present for a parliamentary session to be valid or for a decision to be adopted. Its absence prevents voting; in some cases attendance by majority members alone suffices.
